Today, the law to prevent sidewalk harassment comes into effect. Pregnant women will now be effectively protected from pregnancy counseling centers and facilities that perform abortions. Harassing pregnant women will henceforth constitute a misdemeanor.

“I am very pleased that the law to prevent sidewalk harassment can now take effect. Women on their way to counseling centers no longer have to fear being harassed. The law ensures that pregnant women retain ultimate responsibility in this highly personal matter,” said Federal Minister for Women Lisa Paus.
“Pregnant women have the right to unbiased counselling and to make an informed decision about abortion. With this new law, we are strengthening women’s rights. At the same time, we are providing the states with clear, practical, and legally sound instruments, thereby closing a legal loophole,” added Minister Paus.
What changes are brought about by the Pregnancy Conflict Act?
The new law amends the law on pregnancy conflicts as follows:
Unrestricted access to facilities:
It is legally clarified that the states have the mandate to guarantee unimpeded access to pregnancy counselling centers and to medical practices, surgical centers or hospitals that perform abortions.
Better protect pregnant women seeking advice:
The changes prohibit pregnant women from being harassed, intimidated, or prevented from entering, for example, in the immediate vicinity of pregnancy counselling centers, as well as in front of doctors' offices, operating centers, or hospitals.
Better protect staff:
Staff at pregnancy counseling centers and facilities that perform abortions will also be protected. The aim is to ensure they can carry out their duties without disruption.
Strict enforcement: A new offense will be introduced, under which harassment and obstruction can be punished with a fine of up to €5,000.
Improve data situation:
To improve the overview of the number of facilities that perform abortions, the federal statistics under the Pregnancy Conflict Act will be supplemented. For the first time, information on the regional availability of abortion services will now also be available below the state level.
